07/153 Chairman’s Opening Remarks:
  Cllr Neville welcomed everyone to the meeting and congratulated Cllr Carryer on the occasion of her birthday.

07/157 Approval of Minutes of Meeting 24th January 2008

07/158 Matters Arising
(a) Registration of all Parish Council owned land with Land Registry
 

The Clerk reported no further news on Lower Green registration and that the registration of St Nicholas Church was now being progressed.

(b) Consultation with HCC Rights Of Way Department on Footpath 6
 

The Clerk reported that there were no further updates at this time.

(c) Traffic: Update on 30 mph Speed Limit Campaign
 

Cllr Neville reported that whilst being optimistic following the recent correspondence from HCC he also remained cautious that although the TRO had been applied for, (following support from County Councillor Kemp Gee) the process had still to be completed.
The revised timetable for completion was now July 2008.

(e) Update on the progress regarding the replacement of main doors at St Nicholas Church
 

The Clerk reported that there were no further updates at this time.

07/162 To consider the use of Developer Contributions for Open Spaces
 

Cllr Herbert reported on discussions with Mr Daryl Phillips (EHDC Head of Planning Services) concerning the Developers Contribution available to Kingsley, currently in excess of £10,000, and the potential for suitable projects that could be proposed. Various suggestions included:
(a) Village Leaflet including information on rights-of-way, places of interest historic landmarks etc.
(b) Extension to playground including artificial surface play area.
(c) Multi-purpose all weather pitch
(d) Additional picnic tables and seats on Upper Green.
(e) Investigation on linking of Bridleways to provide a circular route for walkers, horses and cyclists
(f) Replacement of old stiles on footpaths with kissing gates.

It was suggested that the various options should be investigated further with the possibility of including the summary at the Parish meeting in April for further discussion.

It was noted that various repairs are currently necessary to some benches on Kingsley Common together with minor repairs to the matting at Upper Green.

07/163 To consider the Parish Council responsibility for the pavement beside Upper Green
 

Cllr Herbert reported that following discussions with Hampshire Highways it was confirmed that the responsibility for keeping the verge adjacent to the footpath beside Upper Green was down to the Parish Council.

The possibility of asking Contractors from HCC and local contractors to carry out this work was discussed together with the potential for involving the Youth Offending Team as part of a Reparation Project.

The work to cut back the brambles and remove soil encroaching on to the pavement needed to be carried out each year in order to maintain the full width of the walkway.

Cllr Neville asked Cllr Dennison to approach the Sid Newman in the first instance.

07/164 To consider the footway beside B3004, tarmac to C90
 

Cllr Herbert reported on the concerns from villagers at the West end of the Village (Bakers Corner and beyond) over the lack of a suitable footpath from Kingsley to St Nicholas Church for both young families walking into the village and mourners attending services at the church.

Hampshire Highways had been approached and it was suggested that an application to HCC for improvements/extension to the existing footway could be considered at their meeting in November. Cllr Comber also suggested that an application should be made to EHDC who may have funds available for this work.

It was agreed to make applications to both EHDC and HCC for a pavement with a raised kerb from the C90 through to the existing pavement on the north side of the B3004. Cllr Herbert kindly agreed to do this.

Following a brief discussion on the current car parking arrangements at St Nicholas Church, Cllr Neville asked for this to be included as an agenda item for the next meeting.

07/165 To consider the Parish Council Meeting April 2008
 

Cllr Herbert suggested the title of ‘Countryside Matters‘ as the topic for the Parish Meeting in April with suitable presentations from appropriate organisations such as Hampshire Wildlife Trust.

Cllr Neville suggested that the presentations also should include the Village 30 project and South Downs National Park and Hampshire Minerals and Waste.

The agenda for the Parish meeting was to be finalised at the Parish Council meeting in March and leaflets detailing the event circulated in good time prior to the meeting.

07/166 Report from District Councillor
  Cllr Comber advised that when dealing with EHDC she could assist in ensuring that the right contact was made and also by including her in the correspondence loop she could ensure pressure was maintained if necessary.
07/167 Report from Chairman
 

Cllr Neville asked for an Agenda item on parish correspondence including an updated email list to be included for the next meeting. Cllr Rigden was asked to co-ordinate.

Cllr Neville gave a detailed report on his recent meeting and submission with the Planning Inspectorate in the South Downs National Park Inquiry in Worthing along with Worldham residents Terry and Mary Blake who also made a presentation to the inspector.

Cllr Herbert, unanimously supported by all other councillors, asked that a vote of thanks be recorded to Cllr Neville and the Blakes for all their efforts on behalf of Kingsley in this matter.

07/168 Reports from Councillors
 

Cllr Carryer advised that a seat in the graveyard at St Nicholas was now very rickety and was in need of urgent repair. The Clerk was asked to investigate.

Cllr Rigden together with Cllr Herbert were considering the recent invitation for ideas for the EHDC Community Forum for a Sustainable Community Strategy for 2026. It was suggested that the views of the Village were sought at this consultation stage. Cllr Rigden agreed to let the Clerk have the details for an email round robin.

Cllr Herbert gave details of the visit and meeting arranged with Tarmac on the 31st March.

Cllr Dennison had nothing to report.

The next Council meeting will be on Thursday 27th March at 7:30pm in the Kingsley Centre.

There being no further business the Meeting closed at 9:10pm
