07/87 Chairman’s Opening Remarks:
  Cllr Neville welcomed all to the meeting in particular Cllr Chris Rigden sitting as a member of the Council for the first time.
07/88 Declaration of Acceptance of Office
 

Cllr Rigden signed the declaration of acceptance of office as a member of the Council.

07/89 Public Participation
 

In response to a question concerning the working habits of Messrs Tarmac Cllr Neville answered that the Council in general had a good relationship with Tarmac and had in the past received a document detailing the normal working habits. Cllr Herbert noted that the build-up of sand in the entrance area just off the B3004 was a concern.
A complaint concerning parking along Sickles Lane during the Kingsley Village Fete on Sunday August 26th was answered by Cllr Neville who pointed out that the responsibility for the parking was with the organisers of the event and ultimately with the owner of the venue and not the Parish Council.

07/92 Approval of Minutes of Meeting 13th August 2007

07/93 Matters Arising
 

(a) Registration of all Parish Council owned land with Land Registry
The Clerk outlined the progress to date with the appointment of MacDonald Oates solicitors to process the documents with the Land Registry. The available documentation relating to Lower Green was sufficient to proceed but further evidence of title was required for Upper Green. A visit to the archives in Winchester would be necessary to produce the required documentation. It was agreed that St Nicholas Church should also be registered.

( b) Consultation with HCC Rights Of Way Department on Footpath 6
The Clerk reported that in spite of a number of requests nothing had been received back from the HCC Rights of Way Department. The Clerk had reported the item to the Hampshire Action Team for review and response. Cllr Comber suggested that the matter be brought to attention of County Councillor Mark Kemp-Gee.

07/94 Traffic: Update on 30 mph Speed Limit Campaign
 

The Clerk reported on the progress of the HCC Consultants Mott Gifford and in particular the following points.
(a) The speed count would not be by speed gun as previously stated but by tapes across the road at strategic points
(b) The current proposal allows for 40mph buffer zones prior to the 30mph however the majority of the current 40mph would be 30mph.
(c) The proposal allows for 30mph limits extending on to side roads i.e. Sickles Lane.
(d) They would be meeting with the Police Authority on Thursday 4th October.

07/95 To consider replacement of Main Doors at St Nicholas Church
 

Cllr Carryer asked the Council to consider the replacement of the main doors to St Nicholas following the latest of four attempted break-ins. The Clerk was asked to investigate potential grants for the new doors and Cllrs Carryer, Herbert and Dennison to investigate costs for replacing the both the wooden doors and wrought iron gates. It was suggested that the wrought iron gates should be fitted to the front of the entrance.

07/96 To adopt the Revised Code of Conduct 2007 and to consider the adoption of Paragraph 12.2 within the revised code

To consider the adoption of Paragraph 12.2 within the revised codes and the addition of the HAPTC suggested standing orders 70A and 70B to the Kingsley Parish Council standing orders. Cllr Neville also suggested that the period of time that a councillor or member of the public may address the meeting be at the discretion of the Chairman.

07/97 To consider the effect of Jalsa Salena Convention 2007 and recommendations if any
 

Cllr Herbert reported on the meeting of East Worldham Parish Council, also attended by Cllr Carryer and Cllr Dennison, where the Alton Section Inspector had explained the police perspective of the difficulties experienced during the event. It was suggested that a ‘Park and Ride’ system would be the most effective way of reducing the number of vehicles needing to access the site.

Cllrs Herbert and Dennison also attended a liaison meeting of local residents and the Ahmadiyya Association on 6th September and reported that the Association was extremely sorry that the difficulties with parking had affected the local communities and that discussions were taking place at various levels with HCC and EHDC.

Cllr Neville observed that no complaints had been received from residents of the Parish and that the Council would continue to review the situation.

07/98 To consider the Annual Precept for Kingsley
 

Cllr Neville advised that the whilst precept had remained the same for the last four years consideration should be given to increasing it this year. Councillors were asked to review the current costs against the 2007/2008 budgets for further discussion at the next meeting. Cllr Neville and the Clerk were asked to provide a budget and a proposal for consideration at the next meeting.

07/99 Responses to Planning Applications
 

20136/038/FUL/LL Sleaford Service Station. Erection of Car Wash and associated works
Kingsley Parish Council has no objection to this planning application.

07/100 Report from District Councillor
  Cllr Comber briefly outlined the meetings attended recently and advised that her motion “This Council urgently requests the Highway Authority to review speed limits on single track carriageway rural roads in East Hampshire with a view to imposing lower limits to enable safer travel for all users, including cyclists, horse-riders and pedestrians." had been passed at the recent meeting of EHDC and would now be considered at Hampshire County Council. Cllr Neville congratulated Cllr Comber and hoped that a ‘snowball effect’ with other District Councils would see the motion succeed at County Level.
07/101 Report from Chairman
 

Cllr Neville reported that a submission had been made to DEFRA supporting the campaign by CPRE to have the boundaries changed for the South Downs National Park to include land to the north of the B3004. A copy of the submission had also been sent to North Hampshire MP James Arbuthnot and a further copy would be sent to East Hampshire MP Michael Mates asking for pressure to be brought to bear on the Secretary of State.

Cllr Neville also reported on a letter received from the Audit Commission regarding an entry in the previous year’s submission, which had been referred back to the Internal Auditor, and also questioning the Parish Council ownership of a church (St Nicholas). The Clerk and Cllr Neville would formulate a response.

Cllr Neville also commented on the ‘Hampshire Minerals and Waste Development – Core Strategy’ and its potential effect to the local area in particular the Country Market where it appeared that Hampshire County Council were attempting to roll back a Planning Appeal Inspector’s decision of 1984 not to allow extraction.

07/102 Reports from Councillors
 

Cllr Herbert reported on the following meetings attended in addition to the Jalsa Salena meetings reported under 07/97.

The Local Committee of the Kingsley Centre held on 3rd September 2007 where concerns were raised over the EHDC grant funded projects still to be completed. The charges for room hire would be an hourly rate from April 2008. Following completion of the building works the Centre were intending to hold an Open Day when a number of items found during the renovation work would be on display. A request for old photographs of the school for display purposes was made.

East Hampshire Association of Parish & Town Councils held on 12th September where Inspector Kedge from Hampshire Constabulary outlined his ‘Safer Neighbourhood Model’ and explained about the EHDC team in this regard.

Village Homes for Village People hosted by EHDC on the affordable housing schemes in Hampshire.

Cllr Carryer reported on recent visitors to St Nicholas Church by a members of ‘Hampshire and the Islands Historical Churches Trust’ who were on a sponsored ‘Ride and Stride’ event. Councillor Carryer also reported that a number of complaints had been received concerning the state of the footpaths on the old B3004.

Further complaints had been received about the state of the pavement on the Main Road.

Cllr Dennison reported on the outstanding items of repair at the playground on Upper Green. The Clerk advised that he had been in contact with PlaySafe – the equipment installers but despite a number of calls no further progress had been made. Cllr Neville suggested an alternative contact for the repairs.

The next Council meeting will be on Thursday 25th October 2007 at 8.00pm in the Kingsley Centre.

There being no further business the Meeting closed at 10.10pm
