07/01 Chairman’s Opening Remarks:
  Cllr Neville welcomed all to the meeting.

No matters were raised.

07/03 Apologies for Absence
  Received from Cllr Herbert.
07/04 Declarations of Interest
  Cllr Blaber declared a personal and prejudicial interest in respect of item 6a on the agenda.
07/05 Approval of Minutes of Meeting 22nd March 2007

The minutes were duly authorised and signed as a true record of the meeting.
07/06 Matters Arising
 

(a) Response from the landowner and HCC re request for land (CL132) to be cleared adjacent to Sickles Lane
Cllr Blaber left the room for the duration of this item.
Cllr Neville reminded Councillors that this item had been deferred at the last meeting while a response from the landowner was awaited. No response had been received and it was now two months since the letter had been sent. He also reminded Councillors of the e-mails that had been received from HCC Rights of Way on this matter which indicated they would only act where there was a clear public interest that outweighed the cost. His proposal now was that no further action should be taken. Cllr Carryer felt that this created a bad precedent that the Council would just take no action on matters if people failed to respond to letters. Cllr Neville said he agreed with her view in principle but in practise, HCC’s position on this was very clear and there seemed little point in continuing to wait for a reply that was not likely to be positive from the landowner. Cllr Seeckts suggested the proposal should be to take no further action on the matter for the time being.

(b) B3004 Road repairs: response from Hampshire Highways
Cllr Neville said that a strong letter had been sent to Hampshire Highways after the last meeting, requesting details of when the remaining problems were going to be sorted out. No response had been received and he promised to chase up a reply in the following week.

07/07 Traffic: Further action re 30 mph Speed Limit Campaign
 

The Clerk advised that details of the Village 30 project had been received since the last meeting. This was the project to implement a review of all rural speed limits in the County in the light of the new policy on setting limits adopted by the County Council. An expression of interest had been filed within the deadline required by this project, requesting that Kingsley be considered as a first priority. It was hopeful that this would be accepted as Kingsley met the criteria for priority consideration. Cllr Neville warned that he felt there would be a lot of other villages applying for the same thing but factors that appeared to stand in our favour included the length of time the village had been campaigning for a speed limit reduction and our ability to contribute financially if necessary.

07/08 Responses to Planning Applications
 

F50175/FUL/AE 4 Churchfields, Kingsley; Two storey extension to side
Kingsley Parish Council has no objection to this planning application.

F21719/006/FUL/SR Fir Cottage, Sandy Lane, Kingsley; Retention of single storey side extension and installation of 2 velux windows
In principle, Kingsley Parish Council has no objection to this application assuming that the planning officer has applied the 50% rule as necessary.

07/09 Report from District Councillor
  Cllr Womack was not present at the meeting.
07/10 Report from Chairman
 

Cllr Neville advised Councillors that somebody had altered Parish Council land at Footpath 6 to the rear of Andy and Sam Cox’s garden with the result that wider access was gained into the adjacent field. Cllr Blaber had agreed to restore the land as far as possible to its original state as soon as possible and would charge £40 to cover his costs. Cllr Neville asked the Clerk to put restriction of vehicular access to Footpath 6 back on the agenda for the next meeting. He also intended to write a letter to the owner of the field. It was suggested to Councillors by a member of the public that the Enforcement Officer in EHDC could be asked to investigate.

07/11 Reports from Councillors
 

Cllr Carryer reported that the new West door at St Nicholas had been hung on 16 April with extra bolts being place on the inside to improve security. Once again, a bollard had been knocked over at the Sleaford traffic lights which the Clerk was asked to report to Hampshire Highways.

Cllr Blaber said that parking was taking place on the grass adjacent to 1 Woodfield which was land he owned. The occupiers said they had been told they could by the Council, but the Clerk said they had not contacted her.

Cllr Seeckts noted that the re-turfing of the football pitch had been completed. The Clerk advised that the next stage was to purchase and install the goal post nets.

07/13 Date of next meeting
 

The Annual General Meeting of the Council will be held on Thursday 10 May at 8.00pm at the Kingsley Centre.

There will be a further full Council meeting on Thursday 24th May 2007 at 8.00pm in the Kingsley Centre.

There being no further business the Meeting closed at 7.55pm
