Cllr Herbert and District Cllr Comber had sent their apologies since both were attending the Public Meeting of the HCC's Minerals and Waste Plans for Whitehill-Bordon and surrounding parishes at the Forest Community Centre, Bordon that same evening. |

Registration of all Parish Council owned land with Land Registry
The Clerk reported that the first registration of Lower Green was underway and that further investigation into the documentation into the registration of Upper Green and St Nicholas Church was ongoing.
(b) Consultation with HCC Rights Of Way Department on Footpath

Cllr Neville reported that there were no further updates at this time.

Traffic: Update on 30 mph Speed Limit Campaign |

Cllr
Neville commented that the latest update received from the HCC Consultants
Mott Gifford was encouraging and was reason for some cautious optimism.
Cllr Rigden asked about the timescales for the final decision and the
Clerk advised that the project was due for completion end of March 2008.

Cllr Carryer reported that there were no further updates at this time.

To consider the Kingsley Parish Council response to the Hampshire County
Council Minerals and Waste Development Framework |

Cllr
Neville confirmed that with the Public meeting being held in Bordon the
same evening it would be necessary to carry this item over to the next
meeting in order that all information available could be considered then.
Cllr Neville stated that the latest framework represented the greatest
threat to the Kingsley Parish with the proposed working at either end
of the village. Whilst the previous Inspector's report of the Public Enquiry
in 1984 had ruled against HCC the new framework sought to include those
areas again and should be resisted again since in effect nothing had changed
since the earlier ruling.
Cllr Carryer read out a report from Cllr Herbert in which concern was
expressed at the short notice of the Public Meeting and the lack of awareness
generally in the village. Cllr Herbert also commented on the shortness
of the public consultation period (six weeks) and the need to keep the
people informed of information as soon as we received it. |

To consider Management Accounts for Half Year 2007/2008 |

The Clerk invited Councillors to inspect the bank statements for the half year to the end of September in accordance with the reconciled half year accounts previously circulated.
Cllr Rigden asked if it was possible to include a column to show the projected spend through the year. After some discussion it was agreed to forward the previous year's accounts to Cllr Rigden so that the cash book entries could be assessed.

To consider the Budget and Annual Precept for Kingsley 2008/2009 |

Cllr
Neville asked Councillors to consider the budget previously circulated
and highlighted the fact that the precept had remained the same for the
previous four years. It was proposed that the precept be increased by
£250 (2½%) for the next year.

Alton and Whitehill & Bordon CAB's to consider grant requests from each
for 2008/09 |

Cllr Neville outlined that Kingsley supported both CAB's equally and that
the grants had been increased each year for the last four years however
it was necessary to consider the grant in advance in order that the recipients
could include the sum within their budgets for the following year. It
was proposed to increase the grant to £175 each for the following year.

Cllr
Carryer read out a report from Cllr Herbert covering the following items.
(a) The recent graffiti attack was considered by the Kingsley Centre to
be an isolated incident and the main sign affected was soon to be replaced.
(b) A recent outbreak of fly tipping at bridleway 501 had been cleared
promptly by EHDC
(c) A pro-active approach to reporting problems with Rights of Way and
improving the pedestrian access around the village.
(d) Settlement Boundary population details had been received and copies
were given to Councillors
(e) Proposed Kingsley walk on Wednesday 21st November at 11.00 a.m.
Cllr Carryer reported the lightning conductor installation at St Nicholas
Church was still outstanding and the Clerk reported that work had started
but was yet to be completed.
Cllr Dennison reported that repair work to the playground at Upper Green
had been carried out.
Cllr Rigden reported that the recent occurrence of motorbikes on the Common
had been reported to the MOD police who had responded very quickly.
