| Cllr Carryer welcomed all to the meeting and asked if any Councillor would be willing to represent the Parish Council at future meetings of the Kingsley Centre organisation. Cllr Herbert said she would be happy to do this. |

Dave Parratt of the Kingsley Benefit Fund said that there was a proposal to install proper notice boards in the bus shelters owned by the Parish Council, to be funded by KBF subject to the Parish Council's consent. These notice boards would be pin board, approximately 3' x 4' in size and secured firmly to the rear of the insides of the shelters. The aim was to keep the shelters looking tidier and to provide a better surface for notices to be attached. Councillors felt this sounded like a good idea and the Clerk was asked to put this item on the next agenda for formal consideration; unfortunately, an e-mail had not been received by the clerk in order to enable it to be placed on the agenda for this meeting. |

| 06/139 Traffic: Further action re 30 mph Speed Limit Campaign |
In Cllr Neville's absence, no progress had been made with Dockenfield PC. In a response to a question from Cllr Carryer, the Clerk said that HAPTC had advised that HCC was considering commissioning a public attitude survey to gauge the acceptability of lower speed limits and stronger enforcement to achieve compliance against current limits. Cllr Herbert confirmed that she would attend the inaugural meeting of the local Hampshire Action Team (HAT) on February 15th at which the County Council policy on speed limits was likely to be discussed. Cllr Herbert also said that at a meeting of the Countryside Access Forum which she had attended today, David Ashcroft of Selborne Traffic Action Group had suggested that the local Parish Councils ought to join forces in representing the interests of the areas surrounding Bordon which might suffer increased traffic problems from new development once the MOD left. Cllr Blaber said that he had recently driven through a village in the Midlands which was using "recommended speed limit" signs. In response to a question from Dave Parratt about flashing speed signs, Cllr Blaber said that the Parish Council's view was that it made more sense to try to get the speed limit reduced first. Cllr Blaber offered to speak to the manager of the Tarmac site about the speed of lorries travelling through the village centre, although it was clear that they were not the only offenders. |
| 06/140 Persistent fly-tipping problems at Forge Road |
Cllr
Carryer reported that she and the Clerk had met with Simon Bannister,
Kay and Doug Wheatley on 6th January to assess the problem and discuss
any possible action. It would not be possible to prevent access to the
area by road; it was felt that even if the rather faded "restricted
access" signs were replaced, the offenders would take no notice. After
discussion, it was agreed to call on villagers in the next Kings World
article to be vigilant about fly-tipping anywhere and also to write
to EHDC asking if they had any suggestions to combat the problem, since
they were incurring the costs of removing the rubbish. |
| 06/141 EHDC survey of open space, sport and recreational facilities and needs in the village |
Cllr Herbert circulated a list of existing facilities which were discussed and the list, as amended, would be used by the Clerk to complete Form A. The proposed improvements (Form B) would be taken from the approved bids for Developers Contributions in respect of Upper Green. Form C required the Council to comment on any perceived shortfalls in provision. Cllr Herbert said she felt there was a shortage of suitable places for people to walk who had restricted mobility. In connection with this, she said she was trying to set up a route for Walk to Health and would be asking the landowners to roll the path between Tank Alley (Footpath 27) and Bridleway 68 to make it easier to walk. The Clerk was asked to include this shortfall when completing the survey. |

Cllr Carryer reported that she had been approached by someone who had offered to fund the cost of a wrought iron gate to protect the new West door of St Nicholas Church when it was in place. Cllr Carryer said she would meet with him to discuss this generous offer further and report back to the Council. Cllr Carryer reported that the damage to the bollards at the Sleaford traffic lights had been reported to the County Council on 19 December and again last week. The bus shelter near the Cricketers had blown over in the storm on 30 December. This shelter was owned by EHDC who had repaired it although Cllr Carryer was concerned that it was very rotten at the base. |

Cllr Blaber referred to the Millennium tree, which the Parish Council had agreed to move last summer. He asked if this could now be done, although he was not in a position to help with this as he had originally offered to do. Cllr Blaber asked if the hole in the road on the bend at Sickles Lane just at the end of the houses could be reported to Hampshire Highways. The Clerk advised that she had reported it last summer but would do so again Cllr Herbert reported that the sign for BW501 was still to be secured; she had last contacted the Rights of Way department on 2nd January. She was waiting for a response from Hampshire Highways about the verge between Old Park Farm and Inverallen where the pavement was very overgrown. She asked the Clerk to contact Hampshire Highways about when they planned to re-paint the road markings which were now very faint after the recent road surface cleaning. Cllr Herbert also pointed out that the Parish Council handbook was in need of updating soon as this had last been done in 2002. |
