08/48 Chairman’s Opening Remarks:
  Cllr Herbert welcomed everyone and in particular Cllr Wynde sitting as a member of the Council for the first time. Cllr Wynde signed the declaration of acceptance of office as a member of the Council.
08/49 Public Participation
 

The Chairman welcomed PC Simon Dear, the new beat office for Kingsley, to the meeting. PC Dear gave a short introduction to his role in the local community and outlined his operational area and duties in conjunction with Andy White the local Community Liaison officer. PC Dear requested to be kept informed of incidents in the area in order that he could build up a picture of the problems/issues in and around Kingsley.

08/52 Approval of Minutes of Meeting 1st July 2008

Matters Arising
08/53 (a) Update on the progress of the proposed footway beside B3004, Tarmac to C90
 

Cllr Herbert reported that Hampshire County Council had advised that no Developer Contributions were available. HCC Area Engineer Alan Todd was to carry out a more detailed costing for presentation by Cllr Kemp Gee to the Hampshire Action Team at their October meeting for a request for funding.

08/54 (b) Update on the current parking arrangements at St. Nicolas Chuch
 

Cllr Herbert reported that SITA will be arranging a meeting in early August, Cllr Carryer expressed a wish to attend the meeting.

08/55 (c) Update on the repair of the Parish Council noticeboard outside the Kingsley Centre
 

Cllr Herbert reported that the repairs had now been completed and it was agreed that Andy Cox had made an excellent job. The Clerk was asked to send a thank you letter on behalf of the Council.

08/56 (d) To consider a donation to Kingsley Brownies for the purchase of a flag
  It was proposed and agreed that Kingsley Parish Council would purchase the flag and present it to the new group. The flag would remain with the Kingsley Brownies Group but would return to the Parish Council should the group disband in the future.

08/57 To consider the Parish Council's approach to the next public consultation on Hampshire County Council's minerals plan
  Cllr Herbert reported that on the 10 July HCC had voted for the Minerals Plan which included Rookery Farm/Tarmac extension in spite of a number of objections from local groups and the opposition of Kingsley Council and Cllr Kemp Gee. The plan now moves on to the consultation phase in September 2008 and papers should be issued by the end of July. It was agreed to ask the local specialists who had previously assisted in preparing responses to earlier applications to assist the Council in the preparation of the formal response. It was noted that a number of local organisations were actively preparing responses and it was agreed to monitor and encourage all efforts in the campaign against this development.
08/58 To consider the future use of the Kingsley Parish Council emailing list
  A request from a local organisation to use the KPC emailing list for a local consultation on Alternative Energy was considered but not approved, instead it was agreed that an article in the Kings World would be more appropriate and would reach more households.
08/59 To consider the ownership and future responsibility for the notice boards in the bus shelters in Kingsley
  In view of the uncertainty over the ownership and the responsibility of maintenance of the three bus shelter in the village it was agreed to defer this item until the next meeting to allow the Clerk to investigate further.
08/60 Planning Applications:
  Responses to applications
Application 30633/016 and /017– Listed Building and planning application for Conservatory to side, extension to cellar and external cellar. Grooms Farm, Frith End Road, Bordon GU35 0QR - No Objection

08/62 Report from Chairman
 

Cllr Herbert reported that in response to a question over the upkeep of the alleyway through Churchfields to Kingsley Common the local Authorities had advised although HCC Highways had adopted the path surface the overhanging vegetation and grass were the responsibility of the householders adjoining the path and that the steps to the Common had not been officially adopted and as such were also not the responsibility of the local Highways Authority.

Cllr Carryer had nothing to report.

Cllr Dennison reported back on the subject of new benches for Upper Green with details and specifications on different types. It was agreed to investigate further and discuss at the next meeting.

Cllr Wynde had nothing to report.
