07/33 Chairman’s Opening Remarks:
  Cllr Neville welcomed all to the meeting. He announced that he had received the resignation of Cllr Blaber with effect from 1st June and that the procedures for looking for a new Councillor would therefore need to be put into operation.
07/34 Public participation
 

Lucy Doggrell asked to speak about item 8 on the agenda and it was agreed that she should speak when the matter was discussed later in the meeting.

07/38 Matters Arising
 

(a) B3004 Road repairs: response from Hampshire Highways
Cllr Neville reminded Councillors that since the last meeting Hampshire Highways had replied to the Council's second letter on this matter. In his view the response did not satisfactorily answer the questions asked and in particular it should be noted that the earliest time for repairing the rest of the road was now in the 2008/09 financial year. After discussion, it was felt there was no point in writing again until there was something new to say as the Council had already made its dissatisfaction with the situation very clear.

07/39 Traffic: Further action re 30 mph Speed Limit Campaign
 

It was noted that there had been another serious accident in the village earlier in the day involving another motorcycle on the bend by the Cricketers. There was nothing new to report on the Village 30 project and it was a question of waiting to hear back from the local Hampshire Action Team on the chosen priorities.

07/40 Restriction of vehicular access to Footpath No. 6
 

Lucy Doggrell asked why the Parish Council wanted to restrict vehicular access along Footpath No 6. The Chairman said that it was a footpath and so there was not supposed to be vehicular access along it and the exit point onto the B3004 was dangerous. He said that if things were to happen down the footpath in the future that the residents did not like, they would then look to the Parish Council to sort it out. Miss Doggrell pointed out that the same issue applied to Footpath 8 and Cllr Neville agreed that any attempt to close off Footpath 6 might open up a "can of worms" in relation to vehicular access rights over Footpath 8 which he doubted existed in the deeds of the houses situated down there. However the Parish Council did not own Footpath 8, only Footpath 6 and his concern was with the increasing tendency for the latter to be used by vehicles and the possible adverse consequences that this might bring in this area of the village. On the other hand, he was aware that not all villagers might feel it was in their best interests for the footpath to be blocked off to vehicles. He suggested that the Parish Council should take two actions at this time:
a) to register all land owned by the Parish Council with the Land Registry as soon as possible, taking into account the costs and time involved in such a project.
b) To seek advice from HCC Rights of Way department on the problem and if appropriate arrange a site meeting with them.
This was agreed by all Councillors.

07/41 Donation to Kingsley Centre 2007/8
 

The Clerk reminded Councillors that they were considering the donation made annually to the Kingsley Centre to help them with their operating costs, which had been £300 for the last 3 years. An increased amount of £320 had been included in the 2007/08 budget. The Chairman reminded Councillors that the fact that there was no village building to be maintained by the Parish Council made a big difference to the level of precept. It was agreed to increase the donation to £320 for 2007/08.

Councillors then agreed to pay an extra £20 in room hire fees which had been charged due to the problems that arose on the evening of the Annual Parish Meeting.

07/42 Responses to Planning Applications
 

F50129/FUL/KO Unit 2 Kingsley Business Park, Main Road, Kingsley Change of use from B1 (industrial) to D1 (not residential institution) - continued use
Kingsley Parish Council unanimously has no objection to this planning application.

F27337/009/FUL/CM Oaklands Farm, Green Street, East Worldham Retention of underground electricity and water supply services and manholes together with alterations to Western access to B3004
Kingsley Parish Council supports and has no objection to this application.

F23267/008/FUL/PF Apple Barn, Rookery Farm Lane, Kingsley Car Port and boundary all to rear (retention)
Kingsley Parish Council unanimously has no objection to this planning application.

F24847/027/FUL/KO Lode Farm, Green St, Kingsley Conversion of agricultural buildings to 3 dwellings
Kingsley Parish Council in principle supports and has no objection to this application as there is obviously an urgent need for these listed buildings to be renovated. It would appear that the closure of the two existing dangerous accesses and the creation of a new access to the West is sensible. However, we assume that the Highways Officer will have advised the applicants accordingly having made adverse comments to the previous application.
As this building is historically so closely connected with St Nicholas Church, we would hope that at least part of the financial contribution paid by the applicant would be given to this outstanding historical Church, which constantly needs funds.

07/43 Report from District Councillor
  Cllr Comber thanked everyone who had voted for her and hoped that she would live up to their expectations. She referred to the planning application submitted in respect of Oaklands Farm and was advised by Cllr Herbert that there was a liaison meeting involving representatives from the AMA and the local community next week. This was an informal meeting intended to allow opportunities to discuss issues or concerns, especially in the light of the approaching Jalsa Salana. Cllr Dennison had expressed an interest in joining Cllr Herbert at this meeting and Cllr Herbert agreed to arrange this with the Association. Cllr Comber said she would also like to attend this meeting and would contact the Association herself.
07/44 Report from Chairman
 

Cllr Neville thanked Cllr Blaber in his absence for his work for the Parish Council over the past four years.

07/45 Reports from Councillors
 

Cllr Carryer asked that an item should be placed on the next agenda to consider replacing the main doors and installing a lightning conductor at St Nicholas Church. The Clerk was asked to pass a copy of a letter from Richard Szumlicka giving details of possible contractors to approach for quotations on the lightning conductor.
Cllr Carryer also reminded all that the Church would be used for a concert by Otto Voce on 24th June.
Cllr Herbert said she was unable to attend the Kingsley Organisation's AGM on 25th June. No other Councillors were able to attend either. She said that she had raised concerns about portaloos on the Common lying on their side but these had now been removed. She said that there was a lot of rubbish accumulating on the Common as a result of training exercises and public litter at the Coldharbour entrance. Cllr Neville said that a letter should be sent to the Colonel drawing his attention to the problem. Cllr Herbert said that there were three dugouts, loosely bricked inside, at Fir Hill which she was not sure if they were intended to be permanently left there.
Cllr Neville said that the letter could also enquire about these as well as ask for an update on the work to restrict unauthorised access to the Common proposed by George Peet last Summer.
Finally Cllr Herbert asked if anything more had been heard in respect of her e-mail to Hampshire Highways in January about the narrowness of the pavement outside Old Park Farm on the Main Road. The Clerk said she had not heard anything and Cllr Herbert said she would follow it up.

07/48 Date of next meeting
 

The next council meeting will be held on Thursday 28th June at 8.00pm at the Kingsley Centre.

It was agreed to change the date of the meeting in July to Wednesday 25th July at 8.00pm in the Kingsley Centre.
