07/138 Chairman’s Opening Remarks:
  Cllr Herbert welcomed everyone to the meeting.
07/139 Public Participation
 

In response to a question from a member of the public it was confirmed that the Council would be following up the Minerals and Waste submission to HCC. Cllr Comber advised that over 1500 responses had been received following the proposal.

07/140 Apologies for Absence
  Apologies had been received from Cllr C Neville.
07/141 Declarations of Interest
  None
07/142 Approval of Minutes of Meeting 29th November 2007

The minutes were duly authorised and signed as a true record of the meeting.
07/143 Matters Arising
(a) Registration of all Parish Council owned land with Land Registry
 

The Clerk reported that the registration was in the process of being re-submitted following clarification of a few issues.

07/144 (b) Consultation with HCC Rights Of Way Department on Footpath 6

The Clerk reported that there were no further updates at this time.

07/145 (c) Traffic: Update on 30 mph Speed Limit Campaign
 

The Clerk reported that he had received an email from Kate Fryatt the HAT co-ordinator on behalf of Cllr Sam James concerning the recommendation of villages for the second tranche of the Village 30 project. The first tranche (including Kingsley) would be advised shortly of the current situation.

07/146 (d) Update on the Kingsley Parish Response to the Hampshire County Council Minerals & Waste Development Framework
 

It was confirmed that the formal response on behalf on Kingsley Parish Council had been sent on the 10th January 2008.

07/147 (e) Update on the progress regarding the replacement of main doors at St Nicholas Church
 

The clerk to liaise with EHDC and report back at the next meeting.

07/148 Report from District Councillor
  Cllr Comber reported on the continuing pressure being brought to bear regarding speed limits and traffic restrictions on country lanes in the district.
07/149 Report from Chairman
 

The Chairman circulated a written report covering the following topics:
Rights of Way – nearly all rights of way had now been walked and a number of problems had been reported. It is anticipated a ‘RoW survey’ will be compiled in due course.
Kingsley Common – further incidents of fly tipping had been reported to the MOD and were still awaiting removal.
Shortheath Common – HCC and EHDC were deciding whose responsibility to remove fly tipping on the common.
Highways – following further damage by a lorry to residents’ property and possibly a highway sign recently, a log of similar incidents was to be kept for future information.
Pavements – Steve Neat of Hampshire Highways has instigated attention to a number of issues concerning pavements and footpaths in Kingsley in the past few months.

07/150 Reports from Councillors
 

Cllr Carryer had nothing to report.

Cllr Dennison had nothing to report.

Cllr Rigden reported on the recent meeting with the Ahmadiyya Muslim Association where the proposed permanent diversion to the footpath crossing Oakland Farm rather than an annual temporary diversion was discussed subsequently the AMA has withdrawn the proposal. Future plans include the proposed use of trains to Alton and buses to the site by visitors to the Jalsa Salana next year.

Cllr Herbert asked that an item be placed on the agenda for the next meeting for discussion on improvements to the footpath from Tarmac to St Nicholas Church and the possible application for funds from the Developers Contribution available to Kingsley
