08/9 Chairman’s Opening Remarks:
  Cllr Herbert welcomed everyone to the meeting and acknowledged the past contribution of Cllr Neville who had resigned at the end of the previous meeting. Cllr Herbert advised that an article had been submitted for inclusion in the June issue of the Kings World thanking Cllr Neville for his work on behalf of the Parish over the previous nine years.

08/13 Approval of Minutes of Meeting 24th April 2008

Matters Arising
08/14 (a) Update on the progress regarding the replacement of Main Doors at St. Nicholas Church
 

Cllr Carryer reported that the new doors were in situ waiting fitting of the escutcheon plates.

08/15 (b) Update on the progress of the proposed footway beside B3004, Tarmac to C90
 

Cllr Herbert reported on meeting between Alan Todd HCC, Cllr Rigden, Cllr Herbert & Mrs Dennis-Jones when the possibility of a contribution from the Highways Developers Fund towards the cost of the proposed footway was discussed. It was hoped that work could be started later this year.

The recent flooding of the B3004 opposite Bakers Corner was due to a blocked drain and Hampshire County Council were intending to pressure jet the drain to clear the build up of sand in early June.

08/16 (c) Update on the current parking arrangements at St. Nicholas Church
 

Cllr Herbert reported that Ms Kerry Hampton of SITA had responded to an earlier letter and had suggested a site meeting to discuss further. SITA had also agreed to the temporary usage of the driveway adjacent to the B3004 for parking for the concert in June at St Nicholas Church.

08/17 (d) update on the re-instatement of the footway adjacent to Baker's House junction of B3004 and Oakhanger Road
 

Cllr Herbert reported that Hampshire Highways had responded to an earlier letter acknowledging that this work was on their list but that it was not considered to be high priority.

08/18 (e) Update on the repair of the Parish Council noticeboard outside the Kingsley Centre
 

Cllr Herbert reported that Andy Cox was planning to fit a pitched capping to the notice board to make it more weatherproof. He was also intending to refurbish or renew the internal pin board surface.

08/19 (g) To consider the use of developer contributions for Open Space
  Cllr Rigden reported on the schedule of 13 potential items which had been circulated to councillors for comment and after further discussions it was agreed that the updated list be reviewed again by contributors and other bodies within Kingsley for further comment before making a final decision.
08/20 (g) To consider a donation to The Kingsley Centre 2009/09
  The Clerk advised the Council that they were considering the annual donation to the Kingsley Centre to assist with their operating costs. A donation of £320 was agreed for the year 2008/09.

Rights of Way
Cllr Herbert reported on the Rights of Way plan to improve the countryside access in Kingsley with replacement gates for stiles in agreement with local landowners advising them of the availability of small grants from the Countryside Access Forum. Other projects include drainage and improved path surfaces.

Cllr Herbert also advised on a request from HCC to assist in providing information about the local existing network of routes enjoyed by the public and how they could be improved. A response on behalf on the Parish Council was proposed.
Cllr Herbert commented on the work carried out earlier year by two youngsters as part of the Community Reparation scheme and that a further request had been received from HCC for community work in June. Various sites were suggested for consideration.

Cllr Herbert advised that the next Circular Walk would take place on July 5th over Shortheath Common.

Village Litterpick
The next Village litterpick will be at 11.30a.m., 22nd June concentrating on the Sandrock area of Kingsley Common.

Kingsley Common
A local resident had reported that a disused well on Kingsley Common might still be open and therefore a risk to walkers and their dogs. The MOD, had been informed however no reply had been received to date.

Incidences of unaccompanied horses on the Common have been reported however unless they are proving a nuisance on the Public Highway the local police will not get involved. The Hampshire Horsewatch Officer (07762 754788) should be contacted in the first instance.

Ahmadiyya Association
Cllr Herbert and Dennison attended a peace Conference of the Ahmadiyya Association at their mosque in Morden and Cllr Herbert had attended the Walk-in Peace Seminar held at the Kingsley Centre.

Local History Day
Helen Mirwald was intending to assist by providing some material about Kingsley for the ‘Local History Day’ in Alton on 24th May.

Village Forum
At a meeting at the end of April at the Kingsley Centre representatives of the Centre explained that they wished to encourage closer links with the village and village life. One suggestion was for a ‘Village Diary’ where organisations could co-ordinate functions and events.

08/24 Reports from Councillors
 

Cllr Carryer reported that repairs had been carried out to a cracked paving step inside the Lych Gate at St Nicholas Church paid for by the repair fund of the Friends of St Nicholas Church. The Clerk was asked to ensure funeral directors do not use mechanical diggers in the graveyard.

Cllr Dennison reported that she had been advised that the millennium tree had been sited in the wrong place. After discussion Cllr Dennison was asked to investigate alternative sites and potential re-location.

Cllr Rigden reported on the recent meeting with the Ahmadiyya Association covering the arrangements for this year’s Jalsa Salana to be held 25th to 27th July at Oaklands Farm. The Association expected up to 30,000 attendees to this year’s event and in light of the problems last year had made special arrangements in case of inclement weather including ‘park and ride’ from car parks in Farnborough. No Waiting and No Parking signs would be placed on the main and side roads through Kingsley.
