MINUTES OF THE FULL COUNCIL MEETING HELD ON

06/31 Chairman’s Opening Remarks:
Cllr Neville welcomed all to the meeting and said that in his 5th year as Chairman, his one aim was to achieve a 30mph speed limit in the village. He then announced that Cllr Margery Pethybridge had resigned as a Parish councillor after 15 years service with effect from 31st May 2006 and that he would speak more on this later in the meeting.

06/32 Public participation
Mary Herbert asked who was responsible for clearing the debris left by the accident and subsequent explosion of a van at Coldharbour earlier in the week, as there was glass and oil on the road surface. Cllr Carryer said she thought it was EHDC and the Chairman asked the Clerk to report the problem to them
Maureen Comber asked if the rails could be removed from next to the gate at Coldharbour as it was difficult to access the bridleway on horseback. The Chairman said it would be investigated.
Paul Beresford asked if the enforcement officer at EHDC could be asked to investigate whether Dennards Ltd are breaching the conditions attached to their planning permission. He said that work was starting at 7.45 am and that a lot more activity was taking place outside the sound-proofed building.
He then asked what more was known about how the police planned to handle 10,000 vehicle movements over the weekend of the Oaklands Farm convention. Cllr Neville replied that he and Cllr Blaber had been to a site visit at the farm in respect of the planning applications submitted for retention of tracks and for an underground drainage system. Although the traffic plan was unclear, he had understood at this meeting that the current proposal was to try to route traffic through the Alton Industrial Estate from the A31 and through Worldham, both on the outward and return journeys. Whilst sceptical about the reality of this, since no meeting had yet been arranged by the police, it was impossible to say more.
Finally he asked what could be done to in respect of the two sandpits to the West end of the village that were coming to the end of their extraction life; he hoped they could be wildlife sites rather than landfill. Cllr Neville said he thought they were both earmarked as nature reserves, although he also thought their extraction lives did not end for about another eight years and he suggested Paul Beresford should talk to the manager of the Tarmac site who was very amenable.
Hamish Renton then spoke about planning application F49238/001/FUL/BY in respect of the continued use of part of a field north of Haydon’s yard for a track and equipment area. He said that he had reservations about this application, not because of what Mr Haydon planned to use it for, but because of how such a track might be used in the future. Because the track would be accessible from the B3004, there would be nothing to stop lorries, diggers, bulldozers etc. being brought onto it. He wanted to see restrictions placed on the use of the track so that any permission be confined to Mr Haydon’s own personal use and no-one else to prevent future disturbance to neighbouring properties. In reply Mr Haydon said he could see no cause for concern as he had no intention of doing anything other than storing his farm machinery there and in reply to a question from Mary Herbert, he said saw no risk from travellers accessing the site. Cllr Neville said he was certain that the track, if given permission by EHDC, would only be for agricultural purposes. Mr Renton said that the definition of agricultural purposes might include vehicles such as diggers and bulldozers since these might be used on a farm. He did not want a restriction based on this definition, but one based on personal use by Mr Haydon. Cllr Neville asked if anyone else present had views on this application and Mike Charles said he saw no harm in asking for a restriction if it would prevent a problem in the future. Mr Haydon said that any vehicle using the track would have to be licensed as agricultural and bulldozers and diggers were classed as plant and so should not be used. Cllr Seeckts commented that permissions were granted to places and not to people.

06/36 Matters Arising
OAKLANDS FARM
Cllr Carryer reported on the meeting of EHDC’s North Planning Committee which she had attended on May 18th where the planning applications submitted by the Ahmadiyya Muslim Association had been passed. The application for retention of tracks had been most controversial with 6 voting both for and against, and the Chairman’s casting vote deciding in favour of the application. The second application had been passed with ten votes in favour and two against.
CLEARING OF STUMPS ON UPPER GREEN
Cllr Pethybridge said that she had again asked Martin Ansell to arrange for Peter Beazley to provide a quotation but nothing had been received. Cllr Neville asked Cllr Seeckts if he could recommend someone else who might be able to undertake this work.

06/37 TO RECEIVE A PRESENTATION BY GEORGE PEET, HEAD FORESTER, ON MOD PLANS TO RESTRICT VEHICULAR ACCESS TO KINGSLEY COMMON
Unfortunately this item had been cancelled as Mr Peet was now unable to attend but it was hoped to arrange for him to attend the meeting in June instead.

06/38 TRAFFIC
Cllr Neville said that there was very little to report, as the new road markings were awaited by the end of the month, other than that a different road colour had now been placed at the two crossing points, one year after they had been installed. It was generally agreed that this was pointless and ineffective.
Cllr Seects said that one of the crossing posts by the Cricketers had been knocked over a few weeks ago, leaving a hole in the ground. The Clerk was asked to report this to HCC.

06/39 UPPER GREEN PLANTING
Following on from points made at the Annual Parish Meeting, Cllr Neville proposed that Sid Newman and Sabine Roach should be asked to suggest what further planting might be undertaken along the road side of Upper Green to protect against children running out onto Main Road. He raised this in the clear knowledge that there were two well-worn paths down from the pavement onto Upper Green, which it would be pointless to try and block off. Cllr Seeckts added his view that the paths enabled children to get straight off the bus and down onto the Green rather than walking along Main Road and so the paths might be considered as adding to safety anyway rather than detracting from it. Cllr Carryer asked if steps would help but Cllr Seeckts and Cllr Neville said they thought it would make no difference. All agreed with the Chairman’s proposal.

06/40 PLANNING MATTERS: RESPONSES TO APPLICATIONS
The Clerk advised that none had been made since the last meeting.

06/41 REPORTS FROM COUNCILLORS
Cllr Pethybridge asked what was happening about the re-turfing of Upper Green. Cllr Neville said that Ron Maunder had not made any contact since his quotation was accepted but that he had not been chased about this because of concerns about drought. The Clerk was asked to speak to him and see if he still felt it was advisable to go ahead at present or wait.
Cllr Pethybridge then asked about the relocation of the chestnut tree which had been agreed at a previous meeting. Cllr Neville agreed to speak to Sid Newman about moving it.
Cllr Seeckts advised that the flytipping on the Common he had reported at the last meeting had not been removed. The Clerk said it had been reported to the Warden straight after the last meeting. All agreed that there was nothing more to be done but wait for the MOD to remove it which they were often very slow at doing.
Cllr Carryer reported that she had spoken to the department at HCC who were trying to organise a survey of footpaths in the county and also to Stuart Tuttlebury, our footpaths representative. He had told her that he walked all 31 of the footpaths in the village regularly and never saw anyone, although they obviously were used. On his advice, a survey would reveal little or nothing. He had also requested the return of a report he had compiled in 2000 about the state of the footpaths in the village and the Clerk was asked to look for this in the cupboard.
Cllr Carryer said that there were holes in the tarmac outside Gold Hill which needed reporting to the relevant authority

06/43 DATE OF NEXT MEETING
The next full Council meeting will be held on Thursday 29th June 2006 at 8.00pm in the Kingsley Centre. It was also agreed that the meeting after that would be changed from Thursday July 27th to Wednesday July 26th 2006.

06/44 REPORT FROM CHAIRMAN
Cllr Neville said that he was sad to say farewell to Cllr Margery Pethybridge after fifteen years of public service to the local community and he knew that very many people in the village would also be sad to see her go, especially some of the older people who had been particularly grateful for the help she had given them on many occasions. He felt that it was remarkable that someone should give so much over such a long time. He thanked her for her loyalty and honesty and for helping with very many things. Cllr Neville then presented Cllr Pethybridge with a bouquet of flowers. Cllr Pethybridge thanked him for the flowers and kind words and said how much she had enjoyed working with all her fellow councillors.
