05/177 Chairman’s Opening Remarks:
Cllr Neville welcomed all to the meeting and began by expressing his relief that Morgan Morrissey was alive and well after recently being knocked crossing Main Road from the playground. By a miracle, the car that struck him was being driven at approximately 25 mph. It was now a case of waiting to see how the police responded.

05/178 Public participation
Maureen Comber asked about the process of getting items for discussion on the agenda, as she felt it took a long time. It was explained that requests for inclusion of items were circulated first to councillors for agreement. In respect of the Safe Lanes initiative, the correspondence had been received back late by the Clerk, meaning that the item would now be included in April’s agenda.

05/182 Matters Arising
STATUS OF FOOTPATH 6
It was confirmed that the draft letter previously circulated to Councillors had not been sent. It was agreed that this matter should be deferred to the next meeting when it was hoped all Councillors would be available to discuss it.
OAKLANDS FARM
The Clerk reported on a meeting she had attended on Wednesday 15th March with members of the Ahmadiyya Muslim Association, Inspector Tony Tipping and a police colleague, the Clerk and Councillors from Worldham PC, the Chairman of Selborne PC, Chris Murray of EHDC’s planning department and District Councillor Womack.
At the meeting, it was confirmed that the convention will take place at Oaklands Farm this Summer. Draft plans were circulated showing the site. There would be two very large marquees and many smaller tents and booths as well as tents for overnight accommodation. There were plans to gravel over some existing grass tracks, to create new tracks and to use temporary metal roadtracks. Concerns had been expressed in the meeting about rights of way and the use of public footpaths during the convention – assurances were given that if necessary, people wanting to use those would be escorted over the site during the convention. It was also stated that no drainage works had yet been started. Chris Murray stated that a site meeting was required for him to ascertain whether any planning permissions would be necessary in respect of the drainage and/or tracks. It was pointed out that the timescale for submitting an application was very tight, since if it went to committee it would have to be discussed in the mid-June meeting at the latest and therefore submitted by mid-April.
Car parking during the event will be in the fields closest to the B3004. The Association said they were hoping to ease traffic problems by putting temporary surfaces on the common land at each entrance to the farm to give wider splays and for one entrance to have a temporary slip road of about 100m. The police were asked if the road was wide enough and they said they thought it was. Permissions for this are being investigated by the County Council. Inspector Tipping had expressed his preference for the incoming traffic to be directed to the Farm along the B3004 from Sleaford and for outgoing traffic to be directed back the same way. It was pointed out the roadworks along the A325 did not end until September. Inspector Tipping agreed to arrange a traffic planning meeting with the emergency services and local council representatives.
Inspector Tipping had also made it known during the meeting that he had been relocated from Alton with effect from next week.
The Councillors agreed that there would be serious traffic disruption to the village during the convention, no matter how much traffic planning was undertaken. It was felt that one direction should be relatively clear all the time and villagers would need to be prepared to use different routes from normal.
The Clerk was asked to confirm the exact dates of the convention with the Clerk of Worldham and to follow up about the traffic planning meeting as nothing further had been heard from the police. Councillors discussed whether members of the Almadiyya Association should be invited to speak at the Annual Parish Meeting but it clashed with the Worldham meeting and they felt little would be achieved by it.

05/183 TRAFFIC
Cllr Neville informed Councillors that there would be a meeting at the Kingsley Centre on 11th April at 11.00am to discuss the 30 mph speed limit, chaired by County Councillor Mark Kemp-Gee to which all Councillors were invited. PC Mick Truan (who had replaced PC Kevin Joyner) would be present. Cllr Neville asked the Clerk to invite Graham Carter of HCC traffic management group as well.

05/184 REQUEST FOR FINANCIAL SUPPORT BY KINGSLEY ORGANISATION TOWARDS REFURBISHMENT OF KINGSLEY CENTRE
The Chairman read out an extract from a letter received from Jill Trout of the Kingsley Organisation requesting the Parish Council to contribute £1,000 towards the planned refurbishment of the Kingsley Centre. Although the lottery bid had been successful, the organisation still needed to raise £65,000 and support from the Parish Council was necessary to trigger further support from the District and County Councils. A discussion took place wherein it was agreed that the Parish Council could afford to contribute such a sum and that supporting the village centre was important. Cllr Seeckts commented that if the Parish Council owned its own village hall, the costs of maintaining it would be considerably more. It was agreed that the Parish Council would contribute £1,000 from its reserves to the Kingsley Organisation for the refurbishment of the Kingsley Centre.

05/187 REPORT FROM CHAIRMAN
Cllr Neville said he was very pleased that the work on Upper Green had now been completed and expressed his thanks to Sid Newman for the work he had done on this.

05/188 REPORTS FROM COUNCILLORS
Cllr Pethybridge had attended a local committee meeting for the Kingsley Centre on Tuesday 14th March where an invitation had been issued for all Councillors to attend an Open Evening on Thursday 6th April from 6pm to 8pm concerning the planned refurbishments. The first stage of building was planned to commence in August this year.
Cllr Pethybridge further reported that the seat on Upper Green had now been reinstated and the Clerk was asked to send a letter of thanks to Martin Ansell. However, the plaque by the chestnut tree on Upper Green commemorating the Queen’s Golden Jubilee had been vandalised beyond repair. It was agreed by all Councillors that there was no point in replacing it. Cllr Pethybridge further reported that Peter Beazley of Turf Right could give the Council a quotation for taking out the stumps and levelling the ground where the trees had been removed. She was asked to arrange for him to give a quotation. Cllr Neville asked Cllr Seeckts to give a quotation for this work as well.

05/189 PAYMENTS TO BE MADE

It was agreed that a cheque should be raised to Martin Ansell in respect of materials for the refurbishment of the chair on Upper Green (see Minute 04/521)
An invoice had been received from the County Council for the streetlight at Gold Hill in an amount of almost £1,000 before VAT. Initial guidelines from the County Council when the bid was made suggested a cost of approximately £500 which had then been raised to £800 at the time the installation was discussed on-site. The Clerk had a copy of an e-mail sent to the County Council at the time confirming agreement to this cost. The Clerk was asked to write a letter to the County Council disputing this further increase in cost.

The next full Council meeting will be held on Thursday 27th April 2006 at 7.30pm in the Kingsley Centre, preceding the Annual Parish Meeting at 8.00pm.
