06/06 Matters Arising
STATUS OF FOOTPATH 6
Cllr Neville reminded Councillors that a draft letter had been prepared
and circulated but had not been approved. His view was that the Council
should decide either to take no further action on the grounds that nothing
was likely to be achieved, or that another letter should be drafted by
Councillors. All agreed that until such time as a formal, written complaint
was received by the Council on this matter, no further action should be
taken.
OAKLANDS FARM
Cllr Neville said that planning applications had now been submitted, one
retrospective for work already undertaken. It was not yet clear what response
Worldham Parish Council would make to these. The Convention dates had
been confirmed as the weekend of the 28th to 30th July. The police had
been reminded about the Parish Councils wish to be involved in traffic
planning for the event and details of the proposed meeting on this were
still awaited.
CLEARING OF STUMPS ON UPPER GREEN
Cllr Pethybridge said that she had asked Martin Ansell to arrange for
Peter Beazley to provide a quotation but nothing had been received. She
agreed to try again. Cllr Seeckts was asked to provide a second quotation
as soon as possible.
06/07 REQUEST FROM MAUREEN COMBER FOR SUPPORT OF SAFE LANES
INITIATIVE
It was proposed that Kingsley Parish Council should write to Hampshire
County Council in support of the Safe Lanes Initiative, to encourage a
reduction in traffic speed on country lanes where the national speed limit
applies through a combination of special signage and community education

06/08 PLANNING MATTERS: RESPONSES TO APPLICATIONS
F30633/012/CMA Grundons, Frith End Quarry
Cllr Neville circulated a draft response, which had been prepared with
the help of Brian Davey and David Graham, to the amended planning documents
submitted by Grundons after the consultation meeting held on 9th January
2006.
He reminded Councillors that the Environment Agency had made it very clear
in 1994/95 that infill must be of site-derived gault clay because of the
power of the aquifer and on this basis, HCC had refused consent to deepen
extraction such that restoration would be needed below the water line
because it could not be satisfactorily demonstrated that sufficient clay
was available for this purpose. Cllr Neville described the current proposals
by Grundon as the classic dig a hole to fill a hole. Their
own figures confirmed that there was insufficient clay on site to restore
the existing quarry cavities. They were now not only looking to extend
the extraction area but to use a mixture of site-derived materials for
restoration, with the possible impact this might have on local drinking
water.
The proposals for low level restoration of the site raised further issues,
in that it had been calculated that the volume of imported materials necessary
to achieve this would result in nearly 50,000 lorry movements which Cllr
Neville considered to be an environmentally appalling idea.
The draft response contained a suggestion to remove a ridge between the
sand pit and the clay pits and use the material from this for restoration
so that all would be site-derived with no need for imports.
Councillors were asked whether they supported the draft response. Cllr
Seeckts said that the highly technical nature of the subject matter made
it necessary to put faith in the experts who had drafted it. It was proposed
that the draft letter should be sent as the Parish Councils response
to the planning application F30633/012/CMA

06/09 REPORT FROM CHAIRMAN
Cllr Neville explained that he had a matter he wished to raise in respect
of Malthouse Barn, whereupon Cllr Carryer declared a personal and prejudicial
interest and left the room for the duration of the Chairmans report
Cllr Neville circulated copies of a draft letter he proposed sending to
EHDCs Head of Building Control. These concerned the failure of the
Building Control section to respond within a reasonable time to letters
sent to them by Mr Morley and Mr Croucher stating their concerns over
shared drainage with Malthouse Barn in the light of the building work
currently being undertaken. Cllr Neville stressed that the Parish Council
should not get involved in helping to sort out neighbourly disputes but
he did think it was the Councils duty to intervene to try to help
residents secure a reply from government departments where they were not
being responsive. It was proposed that the letter as drafted should be
sent.

06/10 REPORTS FROM COUNCILLORS
Cllr Blaber reported that a hardcore track was being built over Mr Haydens
ground and the Clerk was asked to speak to the Enforcement Officer at
EHDC as no planning application had been made.
Cllr Seeckts asked who should be advised about fly-tipping on the Common
as a truckload of rubbish had been deposited earlier in the week. Cllr
Neville said it should be reported to the Agent as it was an MOD problem.
Cllr Seeckts further asked if there was definitely a hosepipe ban in this
area. Cllr Neville believed that there was and suggested that if people
were observed to be flouting it, this should be taken up directly with
them.
